How to make curly hair into soft model waves?

Ok so I have VERY VERY curly ringlet hair. I have tried the following to make soft waves:

Washed and Conditioned

Put in a blow-dry lotion and blow-dried my hair straight

Heat protectant and curled with Curling Iron + Hairspray to hold Curls

RESULT: Frizzy soft waves that fall flat after a couple hours

OR

Wash and Condition hair

Blow-dry straight (with blow-dry lotion)

Put hair up in hot rollers and Hairspray once they are in each roller

Allow rollers to completely cool

RESULT: Frizzy, non-existent waves that fall flat after....... 15 min

Usually flat-ironing takes the frizziness out of my hair after its blowdried. I really want that sexy bombshell super-model, playboy sexy waves. I've read so far To use curl enhancing mousse when hair is wet and then blow-drying and then roller-setting. Does the blow-drying straight cancel out the mousse?

Thanks!!How to make curly hair into soft model waves?
You can wash and condition and blow dry then curl your hair with a curling iron. After you let go and the curl comes out, pin that section to your head. Do that all around your head and put hairspray all over. Let the curls sit for sometime for idk an hour? take them out and it should stay longer. Don't put too much hairspray or your hair will be kind of hard or crispy. Also make sure your hair is very moisturized so your hair won't be too frizzy. How to make curly hair into soft model waves?
Maybe use some kind of serum?

and a big curling iron, 1 1/2 inch.

Maybe ask a stylist?
