How can I get my hair to curl?

I've tried:

Diffuser

Bigger curling iron

smaller curling iron



I don't want to use hairspray, it has curled with TONS of hairspray before with a small curling iron.

I also don't want to sleep in anything or buy hot rollers, they are too expensive.
